I'm sorry but your bug report is really hard to read, and I'm not sure what
you're referring to.
In Thunar 4.16.8-1 is shipped /usr/share/applications/thunar-bulk-
rename.desktop which contains:
grep Exec /usr/share/applications/thunar-bulk-rename.desktop
Exec=thunar --bulk-rename %F
That file is in the thunar package.
Feel free to provide more information if I missed something.
