Bug#1000845: xfce4-panel: Misinterpretation of the unicode Emoji flags in all interfaces

Dear Maintainer,
I use flag emojis in the custom fields of the xfce4-datetime-plugin. For
example the one for France: 🇫🇷
I'm on Debian Bookworm/Sid and since an upgrade on 11/29/21, the flag displayed
is not the one indicated by the unicode anymore.
- The flag of France is displayed as the flag of Jamaica.
- All flags Emojis are concerned.
- The bug concerns all fields in xfce-panel and all its plugins.
- The bug does not concern other softwares, even in GTK.
- The bug persists when changing the font.
The flags are Unicode Emoji characters composed of 2 regional indicator
symbols. For the French flag the symbols are : 🇫 🇷 . In xfce-panel, separately,
they are displayed correctly.
Any idea ?
