Bug#969747: next API change already fixed upstream
xfce4-weather-plugin 0.11.0 is available from testing source. I just
compiled and installed it with no issues. And now the plugin is
displaying forecasts and temperatures correctly again.
I second the motion that this package should be available in backports.
