Bug#961583: xfce4: `xfce4` package maybe needs `fonts-dejavu-core` as a dependancy

Dear Maintainer,
What led up to the situation?
1. Install Debian 10 without any graphical session
2. Install FreedomBox (useless ?)

I imagine this step is useless to reproduce the problem but it is what I've done before.
3. Install xfce4
`apt install xfce4`
fonts-dejavu-core is not installed.
update-initramfs fails because /usr/share/fonts/truetype/ttf-dejavu/DejaVuSerif.tff does not exist
Installing fonts-dejavu-core solves the problem.
