Bug#966001: log on fails after logon with gnome

>From gdm3 I can log onto xfce and log out and in as many times as I want to.
However, if I log onto gnome first and log out then I cannot log onto xfce
anymore. If I try, I will immediately be returned to the logon screen and
logging into xfce will never work again until I reboot. I can log in and out
of gnome as many times as I want to. This happens both on gdm3 with wayland
and xorg. I turned on debugging in gdm3 but it is not obvious to me what the
problem is. I do see something about unable to connect to display but I don't
know if that is when I try to log on to xfce or during the logging out of gnome
process.
