Bug#946129: xfce4-session: documentation claiming that shutdown requires sudo or HAL is outdated or inaccurate

The README claims that either sudo or HAL is required for system
shutdown. My system has neither and shutdown / suspend work fine. I
assume this is currently handled by systemd / polkit? In any event, the
documentation, either ours or upstream's as appropriate, should be
updated to reflect the current state of affairs.
