Bug#944816: thunar: Failed to trash file (stored on / partition) only proposing to permanently delete it

Dear Maintainer,
My system has 2 partitions / and /home.
I tried to trash a file (as a non-root user). The user has the right to delete.
My uid is 1000. When I choose 'Move to Wastebasket', Thunar is proposing me to 'Cancel' or 'Delete permanently'.
I was expecting a file added in wastebasket.
I tried to create /.Trash and /.Trash-1000 with and without sticky bit as indicated in trash spec [1]
ls -la /
drwxrwxrwt 2 root root 4096 Nov 15 21:31 .Trash
drwxr-xr-t 2 sp31415 sp31415 4096 Nov 14 23:21 .Trash-1000
I didn't find any workaround. If I misunderstood the document [1], can you take some time to explain me my failure.
