Bug#940149: xfce4-settings: Sticky keys toast message when sticky keys are disabled

I randomly get a message now and then when using my keyboard that "Sticky keys are disabled". 
I believe this might be similar to bug #614939 but I do not use Sticky keys at all and I'm 
already on the fixed version mentioned in that bug report. Getting toast messages about a 
feature I don't even use is quite annoying, thanks.
