Bug#911703: xfce4-panel: Bug to hide painel

Dear Maintainer,

When xfce4-panel is set to "Automatically hide the panel: Intelligently", if
there is a window behind the panel, when a pass the mouse over a plugin, and
then over the plugin description, the panel is hidden instantly.

This bug occurs only in this condition.

I've shutting down the screen composer, I've reinstalled Debian using the most
updated NetInst ISOs, until now there is no solution to this problem that has
been around for almost a year.
