Bug#903798: xfce4-power-manager: hibernate or suspend requires root

Dear Maintainer,
Hibernate was activated with the xfce power manager. When I was away, the xfce
power manager required root privilege to activate hibernation.
The whole purpose of hibernating is to be able to hibernate while the user is
not present. The request for root permission should be requested when the
change requesting hibernation is made. Not after.
