It's easy to reproduce:
Install a Debian minimal (nothing select 'Choose software to install').
# apt-get install xorg
# apt-get install --no-install-recommends fonts-freefont-ttf lxde-core
lxde-icon-theme lxrandr lxterminal
# apt-get install --no-install-recommends lightdm accountsservice
# vi /etc/X11/xorg.conf

The keymap is still qwerty at lighdm login prompt.
