I wasn't really aware of anyone using orage outside of Xfce. The dependency is
here because of the panel plugin indeed, unfortunately the important thing
here is not just the dependency but the version it uses: we had multiple
changes in the way plugin and panel interact, so we enforce a hard dependency
on the panel version the plugin was built with. I'm not sure you can do that
with a recommends (also, here the dependency is there because of shlibs, not
sure you can override that easily).

Another possibility would be to split the package.
