This problem occurred again on a different machine, after upgrading
some xserver-* packages and restarting some services.
Well, I first quit the window manager fvwm in the usual way, but the
X applications were still running. Then I did a "kill -TERM -1", and
only the desktop background remained, meaning that the X server was
still running, as noted in
