"event sound" is a GNOME property. You can enable this feature via
gconf-editor:

  /desktop/gnome/sound/event_sounds
  /desktop/gnome/sound/input_feedback_sounds

Event sounds are controlled by libcanberra. It implements the XDG Sound
Theme and Naming Specifications for generating event sounds on free
desktops, such as GNOME.

AFAIK libcanberra doesn't change system volume. I've never noticed this
behavior.

BTW: You can test it with /usr/bin/canberra-gtk-play ...
