Hi, After edited /etc/X11/Xsession.d/90consolekit, then the 
reboot/shutdown button work again.
(but the hang/delay problem is still here)

change $GDMSESSION to $GDMSESSION_IS_NOT_Z
and    $XDG_SESSION to $XDG_SESSION_IS_NOT_Z
