xfce4 is just a metapackage in order to help people quickly install
(and upgrade) Xfce desktop environment. But nothing forces you to have
it installed.

Note that considering the dependencies, there's no way you can have
xfce4 4.10 installed without xfce4-session 4.10 installed too.

We already do that:

Again it's completely unrelated to xfce4 metapackage.
