If you want to do some work on Xfce related packages, please create an
account on alioth.debian.org and request to join the pkg-xfce project.
Then you'll be able to make changes directly to the repository (but
please ask before commiting, for now).

Yes, there's a complete rewrite sitting in upstream repository. Right
now, mousepad doesn't have anything more to offer than leafpad.
