Just upgraded to 4.8 and hit this bug.
Here it was Opacity/Enter=100, Opacity/Leave=20, setting Leave to 100 
made the panel look like the 4.6 one did :)
This happens only when compisiting is enabled, but well, still a bad 
default IMHO :)
