Maybe I shouldn't have mentioned 'ro' at all ;)
(and could you point me to what breakage you mean? There was a bug with
the compat rules (#485702), but that is fixed since 1.3-2)

I guess it wasn't particularly obvious from my report, but I can
reproduce the bug with "de,gb" only.
