Make sure you configure manually the keyboard layouts (in the keyboard
settings). Check/uncheck the ?use X default?, and carefuly re-choose the
model and layout.

By default, it autodetects the settings (which may indeed be correct)
and re-apply them at each login, which means the shortcuts are invalided
and you have to re-set it. Manually configuring should fix the problem.
