Hmm, I suspect this is never going to be solved.

Upstream say GMarkup parser will always read the file as utf-8 so at
least the file has to be utf-8 and I think assuming that the menu system
knows that it then has to translate everything between encodings
depending on the filesystem is a little crazy.

I'm sorry but thesolutions are either to use utf-8 on that filesystem
and therefore in the menu file or to not use highbit characters for that
menu item.
