No, it means GNOME applications don't have to use a monitoring daemon at
all.

There hasn't been any upstream release recently, while gamin is known to
break horribly and randomly in many situations. Most of these bugs are
not reported to gamin but are similar to #338438 or #375162 :
applications lose monitoring capabilities and/or the gam_server process
runs wild.

Fam is not in "active development". It's just that it is stable.

If thunar doesn't start using Gnome-VFS for inotify support, it should
indeed not rely directly on FAM. If you don't want to move this way, I
guess your only option is to take over maintainership of gamin and find
how to fix its bugs.
