IMHO it is not necessary to have it as a deb package to build depend on, you
can just include a good
./configure file in the orig.tar.gz-s. This is already the case with xfce
upstream tarballs, and for svn snapshot
builds the file can be generated on the package builder's machine or one
from the tarballs reused.
