Currently, the former.

$ debtags tagsearch xfce
suite::xfce - XFCE Desktop Environment

I guess that we can change it, if it's necessary.

My opinion is that suite::xfce is ok, since we're refering to the 
Xfce Desktop Environment, rather than to a specific version of it.
