This is a false positive. The Build-Depends on libxatracker-dev was dropped in version 1:13.4.0-2, which was uploaded on 2025-08-28 (roughly one month before this bug report).
However the version 1:13.4.0-2 never made it to testing due to another serious bug.
Hope that clarifies the matter. I'll close this bug report manually.
