Was this in a pbuilder and/or cowbuilder environment?
I believe this could be the same issue as
https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=1087418 for which I have
proposed
<https://salsa.debian.org/xorg-team/xserver/xorg-server/-/merge_requests/14>.
If you can still reproduce this problem, please could you try that MR?
