The noudeb profile is a fairly generic build profile that inhibts
building of components for the debian-installer. The main use is
speeding up builds where the debian-installer artifacts are not
required. rebootstrap uses it for that purpose. Ubuntu (which uses a
different installer) sets the noudeb build profile for all builds. The
change in the patch declares that when enabling the noudeb profile,
libx11-6-udeb shall not be emitted and debhelper knows what to do in
this case. The declaration is also embedded into the .dsc and signifies
to builders that this profile is supported.
