On a freshly installed Debian testing with KDE, I experience the following 
problem:

When I switch to the virtual console and back (Ctrl-Alt-F1/F7), the alt/meta 
key swapping which I enabled (since I use an Apple keyboard) is reversed upon 
return to X.

Restarting X (logging out/in) works to reset the key mapping.

The output of `setxkbmap -print -verbose 10` does not differ before and after 
(it shows altwin:swap_lalt_lwin as one of the options), but the xmodmap output 
clearly shows that the setting has changed.

Trying to (re)set this setting with

setxkbmap -option altwin:left_meta_win

has no effect, only manually resetting the keys with xmodmap worked so far for 
me.

Closing this old bug.  I suspect it was not actually an issue with
x11-xkb-utils, but maybe related to how kde handled keyboard config?
In any case, hoping it's fixed by now.
