Bug#993733: libinput-bin: Thinkpad T470 trackpoint is too sensitive since 1.9.0

Dear Maintainer,

Starting with libinput 1.9.0, the trackpoint on Thinkpad T470 is barely usable:
it is too sensitive and seems impossible to fine-tune using hw settings or
libinput accel speed setting.

A fix is to add a quirk with multiplier set to 0.4, same as for T480:

It is already merged upstream:

With this quirk it is as good (or better) as with libinput 1.8.4. Sensitivity
feels the same as with 1.8.4 with the same hw settings for speed and sensitivity.
