evdev/inet: Fix KEY_KEYBOARD mapping
KEY_KEYBOARD has an evdev-keycode value of 374 not 366. It seems that
with the original addition of the mapping the evdev-keycode value was
mistaken for the X scancode which is 8 higher then the evdev-keycode
since the X scancodes start at 8. What seems to have happened is that
the evdev-keycode was used instead of the X scancode and then 8 was
subtracted for the wrong "// #define KEY_KEYBOARD 366" comment.
This commit corrects the comment to say 374 and corrects the X
scancode being mapped to 382.

Map evdev keycode KEY_ROTATE_LOCK_TOGGLE to XF86RotationLockToggle
Add XF86RotationLockToggle, to be used as mapping for evdev's
KEY_ROTATE_LOCK_TOGGLE.
I've a Point of View P1006W-232 Windows tablet which actually has a
rotate-lock toggle-button. The latest kernel correctly generates
KEY_ROTATE_LOCK_TOGGLE events for this. So now I'm hooking up support for
it through all the higher layers.
The patch for adding the RotationLockToggle keysym to xproto is here:

Port away from intltool to plain gettext
intltool isn't maintained and gettext can now handle arbitrary XML files.
Drop intltool from autogen.sh and configure.ac.
Add po/LINGUAS file, replacing ALL_LINGUAS in configure.ac.
Unlike intltool, gettext doesn't need special markup in XML files, so rename
base.xml.in to base.xml and replace <_description> with <description>.
Update rules/Makefile.am to remove .xml.in rules and intltool references.
Add rules/xkb.its to tell gettext what elements contain translatable strings,
and pass it to gettext in po/Makevars.

Kbd layouts for Mongolian trad. writing (Bichig): Option 1 - China
This patch adds the 7 keyboard layouts included in the Chinese standard
GB/T 28038-2011 to the China (`cn`) symbol file.
The source standard is followed literally, with two exceptions:
1. When the source left the level 2 of a key empty, I have duplicated the
assignment for level 1, so that a 'stray SHIFT' key kept pressed does no
harm.
2. When the standard indicated (mostly for punctuation signs) a vertical
presentation form (UFE30 - UFE4F), I replaced with the original (horizontal)
decomposition, as presentation forms are the job of the font stack rather
than of the keyboard layout and as Mongolian, even in its traditional
script, is nowadays also written horizontally and not only vertically.
This patch inserts the new layouts in the symbol file for China (`cn`), as
Mongolian traditionally writing is mostly used in Chinese Inner Mongolia.
Another, alternative, patch is provided inserting the new layouts in the
Mongolian (`mn`), symbol file on a linguistic, more than geographic, base..

br: make altgr+e produce degree, not euro sign
It appears that users expect this key to be degree. I did a little bit
of searching, and while I did find a few references to this being euro
sign (e.g., on Wikipedia page [1]), it looks like most photos of
Brazillian keyboards I could find have this as degree, and the user
expectation is that this is degree [2].
For what it's worth, it appears Microsoft Windows has this as
degree (tested on Windows 7).

Disable runtime dependency check during distcheck
The runtime-to-buildtime check for dependencies is there so we don't get
inundated with bug reports about missing x11proto etc. That really doesn't
matter when we're running distcheck though.

Keys 4 and 9 are easily accessible with the strong middle finger and can
provide a less strainful way to activate the third level.
The keys are only overridden on the first level and retain their

rules: replace the merge.sh with a python script
Easier to read and comprehend, but also safer to use because it's harder to
mix up the headers.
Previously, the HDR file would have the list of section headers and had to be
called in the right order using HDR in the file list in the Makefile.am.
Let's move the section headers to the files themselves where it's more obvious
if they're ever wrong and make the script include them as required.
The include order is kept as-is for now so that the final evdev/base rules
files are identical.

rules/compat: switch compat rule generation to a python script
The current generation is a bunch of awk scripts that parse files and spit out
the final rules. This is hard to debug because the knowledge what to parse and
how is in each script (though largely duplicated). Plus, shell scripts are
terrible to read in general.
Move this to a python script instead where debugging is a lot easier and all
the parsing and printing is now in one file. This immediately made obvious
that the special layout/variant 1 handling is just a different base+suffix, so
we can drop that easily.
And let's be more precise in the Makefile too, only give each script the files
it wants.

rules: de-duplicate the parts assignment
There are only a few files that are rule-dependent, the majority of the files
are the same. So let's de-duplicate this here and use a substitute MODEL
The only difference between the base and the evdev parts is that there are
only a few files in each which are rule-dependent. Let's just use a substitute
here which has the nice benefit of making it more obvious where base and evdev
differ.
One file for evdev is now an empty file (the header gets removed during
merge) but we can live with that.
The output is identical where compat rules are enabled, where disabled the new
rules file is now missing a few empty sections - i.e. the functional output is
identical.

rules: merge sections together into one section per type
We use the Makefile.am order as a guideline in that we keep the same initial
section ordering. So if the sections in the Makefile are A B A C B the outcome
is going to be AA BB C.
This doesn't have any effect right now on the rules file.

gitlab CI: don't use $HOME in the instdir, it's unset
Let's use CI_PROJECT_DIR which resolves to the root of the checked-out git
directory, i.e. the $PWD for the scripts we use. We can't really use anything
else as install dir because if we want to cache the artifacts (future patch)
they have to be within this directory somewhere.

gitlab CI: run the libxkbcommon xkeyboard-config test tool
This should detect syntax errors and any other parsing issues.
We add a make install stage and pass the installed files through as artifacts
to the next stage. Then we fetch libxkbcommon from git and run the magic
tester tool (which tries to parse every layout/variant/option combination).
A single test run will take quite a while, on my system here that tool takes
about 14 minutes so expect the test suite to be the same.

Add cedilla to UK intl. with dead keys
AltGr+, used to map to comma, which is already available by simply
typing comma. Before this change, there was no way to produce a cedilla
from the UK intl. keyboard.
The cedilla is used in popular languages like Portuguese and French. So
much so, that the US intl. already maps AltGr+, to cedilla. This patch
implements the same feature in the UK intl. keyboad.
