Either way, it's the documented behavior:
If “false”, xterm checks for missing glyphs in the font and
makes line-drawing characters directly as needed. If “true”,
xterm assumes the font does not contain the line-drawing
characters, and draws them directly. The default is “false”.
By the time it displays that Greek pi, xterm has forgotten whether it got
there because of the VT100-feature or via some UTF-8.
I'll add a table to that part of the manual page to help make this
instance clearer.
