I'm afraid not. What you're looking for requires integration between
RandR and Xinerama which just doesn't exist (yet, assuming it's possible
at all), at least not in the X.org reference implementation.
I do suspect Xephyr should also disable RandR when Xinerama is enabled,
maybe this bug report can be re-purposed for that.
