Bug#943777: libdrm-amdgpu1: Please package libdrm 2.4.100

Dear Maintainer,

building newest Mesa from git master as of 2019-10-28 requires libdrm
2.4.100 for building amdgpu related code, but only libdrm 2.4.99 is
available in Debian at the moment.

It was release about two weeks ago, it contains minor bug fixes
and improved support for newest hardware.
