Bug#928122: mesa-utils: DRI_PRIME ignored, integrated graphics processing unit always used

Hello,

I have a high-end laptop from 2012 with an intel integrated graphics and
a discrete Radeon card with 2 GB VRAM.  This has been working perfectly
well for years, i.e. I could select the discrete graphics card with
DRI_PRIME=1.  Yesterday however, DRI_PRIME stopped working after I
cleaned up the internal fans of the CPU and discrete GPU (I do that once
a year approximately) and rebooting (which booted a newer kernel and
possibly a new Xorg server; I don't normally reboot more than once every
two or three months).  While I cannot yet rule out a hardware problem, I
would like some guidance as to where to look for additional clues.  All
of xrandr, vga_switcheroo and radeontop see the discrete GPU.

I am not sure which package to report this against; I've selected
mesa-utils because glxinfo exposes the problem.  Please feel free to
reassign or tell me if I've done anything wrong.

Here are the details that I have gathered so far.  The problem is I can
see no error message whatsoever that would explain why DRI_PRIME=1 does
not select the discrete GPU.
