Bug#921867: xkb-data: XWayland applications lose keyboard layout specified in XKB_DEFAULT_LAYOUT

Dear Maintainer,

I upgraded to version 2.26 and noticed that in urxvt running under XWayland I lost my layout specified in XKB_DEFAULT_LAYOUT and it defaults back to us. 
Testing this in a pure Wayland environment (Running GDK_BACKEND=wayland firefox ) it works fine, while it doesn't work without the env variable. 

I downgraded back to 2.23 where it works automatically again.
