Root cause are the new dependencies in Requires.private
without package dependencies:
$ pkg-config --cflags libinput
Package libwacom was not found in the pkg-config search path.
Perhaps you should add the directory containing `libwacom.pc'
to the PKG_CONFIG_PATH environment variable
