Bug#915963: de-neo2: fails to activate correctly when NUM LOCK is set

Dear Maintainer,
when activating the de-neo2 keyboard layout while NUM LOCK is set only the 4th
level works. It is not possible to switch then.
This is always reproducable.
I'd expect the de-neo2 layout to start correctly with level 0 wether NUM LOCK
is set or not.
