Upstream logind/systemd has been fixed so it can be restarted safely
now, see https://github.com/systemd/systemd/pull/5600

This change is in systemd v234.
I suggest that we ship a patch that reverts [1] and xserver-xorg bumps
the breaks against systemd to << 234.
