Bug#879064: mesa: hard-coded dependency on libva1

mesa-va-drivers currently has a hard-coded dependency on libva1. This will break
once we start the transition to libva 2.0. When rebuilt with libva 2.0, the
VA-API driver correctly exports the entry point for libva 2.0 and is no longer
usable with libva 1.x.

Please consider moving to dh_libva (from libva-dev) which computes dependencies
based on the exposed entry point. Adding --with libva to the dh invocation
should be enough.
