Bug#859355: libxrandr-dev: apt info and pkg-config info disagree about version deps for x11proto-randr-dev

Dear Maintainer,

The pkg-config file for libxrandr-dev
(/usr/lib/arm-linux-gnueabihf/pkgconfig/xrandr.pc on my computer)
contains this line:

   Requires: xproto randrproto >= 1.5

But the apt info for it (/var/lib/apt/lists/
ftp.us.debian.org_debian_dists_unstable_main_binary-armhf_Packages)
contains this line:

   Depends: libxrandr2 (= 2:1.5.1-1), libx11-dev, libxext-dev,
   x11proto-randr-dev (>= 1.4), libxrender-dev

As a result, apt and dpkg consider x11proto-randr-dev 1.4.x and
libxrandr-dev 1.5.1 to be a valid combination, but pkg-config does not.
Then pkg-config fails for all packages that depend on xrandr (such as
gtk+-2.0), and pkg-config errors don't tend to get clearly/consistently
reported so it's a nuissance.

Seems like probably the apt info should be updated?

The "System Information" below is after I successfully resolved the issue
by updating x11proto-randr-dev.
