   * What led up to the situation?

The gstreamer element kmssink needs libkms to be built. This element is useful
in embedded system, but it could be also used in desktops. Nonetheless, this
library is not build, nor packaged, in libdrm.

I think it should be good to build and package libkms again in libdrm and
libdrm-dev.

kmssink in upstream has done that [1] so this action is not required anymore.
