No, the mesa-utils-extra binary package has never been built on
hurd-i386, we only shipped the mesa-utils package there.

Since libegl1-mesa-dev and the other build dependencies now exist on
hurd-i386, I have enabled the mesa-utils-extra package there as well.
Would be great if you could test that it actually builds.
