Bug#827380: Tap to click should be enabled by default

Latest update broke tap to click function for many touchpads.
AFAIK this is default choice from libinput upstream but in
2016 people expect their touchpad have the tap to click
option by default.
Can we change this in Debian at least (although much better
would be to change it upstream).
