Upgrading libxi6, after restarting the machine, konsole (but not other 
terminal programs) under KDE5 plasma fails to display utf-8 characters.

$ $ locale

LC_NUMERIC=
LC_TIME=
LC_COLLATE=
LC_MONETARY=
LC_MESSAGES=
LC_PAPER=
LC_NAME=

LC_ALL=

downgrading libxi6 solved the problem.
