I believe this is actually a bug with Xvfb, as reported elsewhere;

Which includes a like to the upstream bug;

I haven't had time to test the patch at;

But I was also able to reproduce the issue as follows;

$ Xvfb :1.0 -screen 0 1024x768x24 +extension RANDR &

But if you run xdpyinfo, RANDR is not on the list;

$ xdpyinfo -display :1.0
...
