Bug#727231: libx11-xcb-dev: can safely be Multi-Arch: same

libx11-xcb-dev seems to be quite straightforwardly Multi-Arch: same; its
only files outside multiarch directories seem to be
/usr/include/X11/Xlib-xcb.h and documentation, and none of those files
differ across architectures.  It looks like this may just be an
omission?

  * Declare libx11-xcb-dev Multi-Arch: same.
