(Disclaimer: I really don't care about these locales.  Not even a little
bit.  However, Robert Collins added them to Ubuntu and I feel bad
carrying them forward in a merge without sending them to Debian in the
process.  He may have sent them upstream too - I'm not sure, I'm
afraid.)

The attached patches add support for the Latin (la_AU.UTF-8) and Klingon
(tlh_GB.UTF-8) locales.
