Bug#714379: weston: README.Debian gives bad suggestion to make weston suid root

The README.Debian file needs to be updated, running weston as root or
making it suid is no longer necessary. Running weston from the local
console is possible via weston-launch if weston-launch is suid root and
the user
- is a member of the weston-launch group, or
- is running a local systemd session.
I don't really know whether weston-launch should be installed suid root
or not, but creating the group should probably be done in either case.
