If the version information on that bug report is correct, the version
of fglrx-driver you're trying to use doesn't support X 1.12 (lol):
  http://bugs.debian.org/671320

If it's installable without a proper dependency on the server, that's
also a bug in that package, not in the server.

Closing as not a bug on the X stack. Use “reportbug fglrx-driver” if
you're still having issues with its newer versions.
