I am not sure if this is an error or I don't understand the syntax of 
the rules file.  Line 372 of /usr/share/X11/xkb/rules/base reads:

372   htcdream      us de it                =       %l(htcdream)

I suppose this line has to be removed.  Compare it with line 369:

369   htcdream      $htcdreamlayouts        =       %l(htcdream)
